中国水产学会
中国水产学会(The China Society of Fisheries(CSF))是1963年成立的由水产及与水产有关的科技工作者自愿结成的全国学术性社会团体,是国家一级学会,是依法登记的社团法人,业务主管单位是中国科学技术协会,挂靠单位是农业部,登记管理机关是民政部,是党和政府联系广大水产科技工作者的桥梁和纽带,是国家发展水产科学技术事业的重要力量。
学会宗旨是以邓小平理论和党的基本路线为指导,团结和动员水产科技工作者以经济建设为中心,坚持科学技术是第一生产力的思想,实施科教兴国和可持续发展战略,促进水产科学技术的繁荣和发展,促进水产科学技术的普及和推广,促进水产科技人才的成长和提高,促进水产科学技术与经济的结合,为社会主义物质文明和精神文明建设服务;反映水产科技工作者的意见,维护水产科技工作者的合法权益,为水产科技工作者服务;充分发挥跨部门、跨行业的特点,为加速实现我国社会主义现代化建设事业做出贡献;本会的活动遵守宪法、法律和国家政策,遵守社会道德风尚,坚持民主办会的原则和“百花齐放、百家争鸣”的方针,提倡各种学术观点的自由讨论和“献身、创新、求实、协作”的精神。
学会业务范围主要是围绕水产及水产有关科技领域开展以下活动:(一)组织开展国内和国际学术交流。举办各种形式的学术会议、讲座、展览会、科技考察等活动,促进国内同国外及港、澳、台地区的科技团体、科技工作者的友好往来和科技合作。(二)传播科学思想和方法,普及水产科学知识,推广先进水产科学技术;开展向青少年传播水产科学技术的活动。(三)开展水产方面的科学论证,提出政策性建议。(四)为国内外提供水产科技和信息咨询服务,促进科技成果转化。(五)接受委托,承担项目评估、成果鉴定、质量认证、专业技术职务资格评审等。(六)开展水产科技继续教育和培训工作。(七)推荐人才,表彰奖励优秀水产科技工作者。(八)组织出版水产学术期刊、科普读物和声像制品。(九)依法兴办经济实体。(十)承办渔业行政主管部门委托办理的其他事项。
学会会员分为个人会员、单位会员。个人会员包括普通会员、资深会员、学生会员和外籍会员。
学会的最高权力机构是全国会员代表大会。理事会是全国会员代表大会的执行机构,在代表大会闭会期间领导本会开展日常工作。常务理事会由理事会选举产生,在理事会闭会期间行使理事会职权。秘书处是负责处理本会日常事务的办事机构,负责组织实施年度工作计划,协调各分支机构、刊物编辑委员会开展工作和发展会员。目前秘书处下设办公室、学术交流处、科学普及处、信息咨询处和渔业战略发展研究中心五个处室,共有专职办事人员21名。
学会下设学术工作委员会、科技咨询工作委员会、基金管理委员会和渔业史编委会等四个内设机构,分支机构有科普工作委员会、水产名词审定委员会、淡水养殖分会、海水养殖分会、渔业资源与环境分会、渔船和渔业机械分会、水产捕捞分会、水产品加工和综合利用分会、鱼病专业委员会、渔业制冷专业委员会、渔业工程专业委员会、渔业信息专业委员会、水产动物营养与饲料专业委员会、鲑鱼类专业委员会和观赏鱼分会等14个分会和专业委员会,有资深会员900多人,单位会员80余家。并与亚洲水产学会、世界水产养殖学会、美洲水产学会、澳大利亚鱼类生物学会、世界观赏鱼联合会及其他一些国际组织建立了友好关系。
学会出版物有《水产学报》、《海洋渔业》、《淡水渔业》、《科学养鱼》等,其中《水产学报》是国内水产学术领域的权威性期刊。学会还不定期出版发行国内外研讨会的论文集及普及性的科学丛书。
中国水产学会愿与全体水产科技工作者一道携手共创21世纪中国渔业的辉煌,愿与世界各国朋友交流与合作。
The China Society of Fisheries (CSF)
China Society of Fisheries is a national academic institution established by fishery and fishery related scientists and technicians in China. The Society is categorized as state first grade society with legal status. The Society is operating under the leadership of the China Association of Science and Technology and the Chinese Ministry of Agriculture.
China Society of Fisheries convened its first congress of member representatives on 6 December 1963 and approved charter of the China Society of Fisheries meanwhile formulating leadership of the Society and electing Yang Fuqing as the Board Director. Under the Society, sub-committees of marine resources, marine aquaculture, freshwater resources and aquaculture, fishing and fishery machinery, fish processing and science and technology popularization were established respectively; editing board of <Journal of Fisheries of China> was also established and since then started to publish the <Journal of Fisheries of China>. Due to “Cultural Revolution”, the Society stopped functioning for almost 10 years. In 1978, the Society convened a meeting on resuming its activities in Beijing. In that meeting, Mr. Xiao Peng was elected as Board Director and activities of the Society went to normal track since then. The China Society of Fisheries convened the third, fourth, fifth, sixth, seventh national member representatives’ congress in 1981, 1987, 1991, 1996 and 2001 respectively, making working reports to the congresses, amending the charter as necessary and electing new round of board members. Mr. Gong Mingshan, Mrs. Meng Qingwen, Mr. Zhang Yanxi, Mr. Tu Fengjun and Prof. Tang Qisheng were elected as Board Director respectively.
In the past decades, the China Society of Fisheries sticks to the mandate of the Society and has made important contributions to the China fishery economic construction and development by taking the advantage of the Society as “the main channel of academic exchange, the main force of scientific popularization, the main representation of international non-governmental academic exchange and the home of the scientists and technicians” and through conducting various academic activities, effective scientific services and popularization activities. The Society has become the bridge linking the Communist party and the Government with massive fishery scientists and technicians and also become the important force of fishery science and technology development in China.
At present, the China Society of Fisheries has 15,000 members with capacity of engineer and above, of which 450 are senior members, 72 are student members and more than 50 unit members. Currently, the Society has four subordinated committees and 15 affiliations. They are Academic Working Committee, Scientific Advisory Committee, Fund Management Committee and Fishery History Committee; Science and Technology Popularization Committee, Aqua-terms approval Committee, Freshwater Aquaculture Sub-committee, Marine Fishing Sub-committee, Fishery Resources and Environment Sub-committee, Fishing Vessel and Fishery Machinery Sub-committee, Aqua-fishing Sub-committee, Fish Processing and Comprehensive Utilization Sub-committee, Aquarium Fish Sub-committee, Fish Diseases Specialized Committee, Fishery Refrigeration Specialized Committee, Fishery Engineering Specialized Committee, Fishery Information Specialized Committee, Fish Nutrition and Feed Specialized Committee, Salmon Specialized Committee, etc..
The China Society of Fisheries publishes following magazines “Journal of Fisheries of China>, <Marine Fisheries>, <Freshwater Fisheries>, <Scientific Fish Farming> etc.. <Journal of Fisheries of China> is the authentic magazine in China’s fishery academic area. Meanwhile, the Society also publishes seminar proceedings and book series of scientific popularization.
The Secretariat of China Society of Fisheries is responsible for dealing with routine work of the Society including implementation of yearly working plan, coordination of subordinated institutions and magazine editing board and member registration and development. Under the Secretariat, five divisions are established including Director’s Office, Division of Academic Exchange, Division of Scientific Popularization, Information and Advisory Service, Fishery Strategic Development and Research Center with 21 staff in all.
At Present, the Society has established good relationship with Asian Fishery Society, World Aquaculture Society, American Fishery Society, Australian Society of Fish Biology, World Aquarium Fish Federation and Food and Agriculture Organization of United Nations, and organized jointly large scale international academic exchange conferences. Meanwhile, the Society also organized to attend overseas academic activities. All these have enlarged the impact of the Society in the international fishery arena. In future, the China Society of Fisheries are willing to hand in hand with all Chinese fishery scientific workers to create magnificence of Chinese fishery in 21st Century, and also willing to cooperate with friends of fishery science and technology in the world to make more contributions to the Chinese fishery science and World fishery as well.
